ADVICE: don't simply decide to organize your paper according to the particular eras or cases you prefer. Instead, ask yourself, what is your personal standard on the limits of a particular civil liberty (or of multiple civil liberties) during wartime? Are you able to articulate that standard to another person? Try it before you commit to writing the entire paper.
